What different health insurance companies will cover a student-athlete?

My girlfriend is looking for a health insurance company that she can use as a primary insurer. She runs track and cross country, but the one that the school offers would be about $700 for health insurance (excluding athletic injuries) for the school year. And the health insurance that only does athletic injuries is $300. She wants to find a cheaper one that will cover athletic injuries as well as the other benefits (dental, eye, etc.).
