Its a very good policy, but I feel it is applicable to an ideal society. In a place like India, people find loop holes in every thing. For ex: what if the hospitals produce fake accounts about patients treatments?? They get their monthly salaries(plus extra, if they show more fake accounts of patients) for doing nothing. The whole policy goes for a toss. Change can only happen when people are educated and things get automated. Hope that day will come in India.
